The plainest rule there is: one trigger, one time condition, one percentage award. The panel gathers it into a sentence and marks the rule "Low".
A discount on its own is not a campaign; it becomes a rule the moment you say when, where, on which channel and for whom it applies. You combine the six condition types however you like, and the preview gathers all of them into one sentence.
Pick the algorithm, build the rule, set the schedule, decide exclusivity and usage limits, and read the preview last. How the campaign reaches the guest is a setting too: staff apply it on the POS, the system applies it automatically when the conditions are met, or somebody types a promo code.
